Guide for residents
Getting a Finnish mobile plan without a personal identity code
You can have a Finnish number on your first day. A prepaid SIM needs no personal identity code, bank account or credit history, and all three networks sell one. A monthly contract plan is cheaper for heavy data use but expects a Finnish personal identity code. This guide covers both.
Prepaid: the first-day option
Prepaid SIMs are sold at operator shops, R-kioski convenience stores and K and S group supermarkets, and as eSIMs online. You pay a starter pack and top up as you go; there is no bill and no credit check.
- DNA Prepaid: starter pack 4.90 € with 5 € of credit, eSIM available, calls and texts at domestic rates in the EU.
- Telia Prepaid: physical SIM 4.90 € with 7 € starting balance, eSIM from 9.90 €, and Telia lets you convert the prepaid number into a contract plan later while keeping the number.
- Elisa Prepaid: sold in Elisa shops and the same retail chains, eSIM from Elisa's prepaid shop. Elisa's prepaid cannot be registered to your name and its number cannot be moved to another operator, so treat it as a temporary number.
Prepaid data packages cost more per gigabyte than contract plans, so switch to a contract once you have a personal identity code if you use a lot of data.
Contract plans: what they expect
Monthly-billed plans (the ones compared on this site) are opened online with Finnish bank credentials or in a shop with ID. Operators run a credit check on your Finnish personal identity code; a missing credit history is normally not a problem, a registered payment default is.
Without a personal identity code, ask in a shop: operators can open a contract against a passport and a deposit at their discretion, but the online flow will not let you through. Once you have the code, a contract plan gives unlimited domestic data from around ten euros a month.
eSIM and keeping your foreign number
All three operators sell eSIMs, so a phone with two SIM slots or eSIM support can run your home-country number alongside the Finnish one. EU and EEA numbers roam in Finland at domestic rates under EU rules, which makes a Finnish number a convenience rather than a necessity for short stays.
Cheapest contract plans today
These monthly plans come from the operators' current offers and update daily. All include unlimited domestic data unless the plan name says otherwise.

Coverage
Elisa runs its own network nationwide; DNA and Telia share a network in northern and eastern Finland. All three cover practically the whole population with 4G and most of it with 5G. The coverage pages explain the details per operator.
Frequently asked questions
Do I need a Finnish personal identity code for a prepaid SIM?
No. Prepaid SIMs are sold over the counter and as eSIMs without a personal identity code, bank account or credit check.
Can I move my prepaid number to a contract later?
With Telia, yes: the prepaid number can become a contract plan. Elisa's prepaid number cannot be transferred. Check DNA's terms at the time; number porting between operators normally requires the number to be registered to you.
Which operator has the best coverage for a newcomer?
In cities all three are equivalent. In Lapland and the east DNA and Telia use one shared network and Elisa its own, so coverage differs by area rather than by operator quality. Check the address on the operators' coverage maps before committing to a contract.
Can I use my home-country SIM instead?
EU and EEA SIMs roam in Finland at home rates, subject to your operator's fair-use limits. SIMs from outside the EU usually charge steep roaming fees, so a Finnish prepaid SIM pays for itself within days.
